Chhattisgarh Declared ‘Top Achiever’ in All Four Categories of Business Reform Action Plan at Udyog Sangam 2025

Raipur, November 12 : Chhattisgarh has once again demonstrated its growing prominence on the national stage. At the ‘Udyog Sangam’ organised by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, the state was recognised as a ‘Top Achiever’ in all four key categories of the Business Reform Action Plan (BRAP).

Chief Minister Vishnudev Sai expressed pride over the achievement, calling it a moment of honour for the entire state. “Chhattisgarh becoming a Top Achiever reflects our commitment to the vision of Viksit Bharat laid out by Prime Minister Narendra Modi. The state has made remarkable progress in industrial growth, good governance, and transparency. Chhattisgarh today stands as a symbol of both Ease of Doing Business and Ease of Living, where reform, trust, and development move together,” he said.

According to the Chief Minister’s Office, this recognition marks a milestone in Chhattisgarh’s transformation journey. Once ranked low in BRAP evaluations, the state now stands shoulder-to-shoulder with industrial leaders such as Gujarat, Maharashtra, and Tamil Nadu, setting new benchmarks in governance and investor confidence.

434 Reforms Implemented: A Model for Transparent Growth

So far, Chhattisgarh has implemented 434 reforms to strengthen both Ease of Doing Business and Ease of Living. A major milestone was the implementation of the Jan Vishwas Act, making Chhattisgarh the second state in India to decriminalise minor business offences. This initiative has bridged trust between the government and industry, replacing fear and complexity with transparency and simplicity.

Another landmark initiative was the automated land mutation system, making Chhattisgarh the first state in India to ensure automatic ownership transfer immediately after land registration. This reform has not only simplified bureaucratic processes but also eliminated the need for multiple office visits.

Progressive Reforms Driving Investor Confidence

The state government has also introduced several business-friendly measures, including:

  • Allowing 24×7 operations for shops and establishments.

  • Increasing FAR (Floor Area Ratio) for flatted industries.

  • Reducing setback requirements to enhance land utilisation.

  • Extending factory license validity from 10 to 15 years with auto-renewal.

These steps have collectively created a stable, transparent, and investor-friendly environment for industries to thrive.

Recognition and Record Investments

For these landmark reforms, Lakhanlal Dewangan, Minister for Commerce and Industry, and Ritu Sen, Commissioner of Investment, were felicitated by Union Minister Piyush Goyal. The recognition highlights Chhattisgarh’s emerging leadership in India’s economic transformation.

The reforms have already translated into tangible investor confidence — in the past ten months alone, the state has received investment proposals worth over ₹7.5 lakh crore, underscoring its reputation as a trusted destination for business and growth.
